Woodstock Man Wanted in Human Trafficking Case Turns Himself In

A 42-year-old Woodstock man who was the subject of a human trafficking investigation has turned himself in to London police, bringing closure to a case that began with charges stemming from incidents in 2023.

Cory Robert Fowler surrendered to authorities and remains in custody following his surrender to the London Police Service Human Trafficking Unit. He was scheduled to appear in London court today in relation to the charges against him.

The investigation began when a woman contacted police in April 2025 about incidents that occurred in 2023. According to police, the woman met Fowler online in October 2023, and they became involved in an intimate relationship.

Just a month later, in November 2023, Fowler allegedly suggested the woman start working as a sex worker and began advertising her services online for money. The situation escalated when the pair were at a hotel in London in the 800-block of Exeter Road, where they became involved in an argument about the victim no longer wanting to work as a sex worker. During this altercation, police say Fowler assaulted the woman.

The case was assigned to the London Police Service Human Trafficking Unit after the victim came forward months later. The investigation resulted in multiple serious charges against Fowler, including trafficking of a person under the age of 18 years, financial/material benefit from trafficking a person under 18, material benefit from sexual services provided by a person under 18 years, procuring a person under 18, advertising another person’s sexual services, and assault.

Police had previously described Fowler as a white male, approximately 5’11” and 157 pounds, with short brown hair, brown facial hair, and brown eyes. They had warned the public not to approach him if spotted and to call 9-1-1 immediately.

The London Police Service Human Trafficking Unit continues to investigate cases like this one. The charges against Fowler have not been proven in court. Human trafficking investigations often involve complex circumstances and require specialized units to handle the sensitive nature of these cases properly.
